The main theme in Rising Storm is the importance of following rules or laws. The warrior code is the the set of rules by which the cats govern their lives. When Cloudpaw breaks the rules, he first becomes a poor hunter, and is further disliked by some members of the clan. Eventually he is taken away by the two legs. Following the warrior code would have kept him safe from this. Bluestar breaks the warrior code by naming Fireheart as her deputy after midnight. This causes concern for many of the clan. Their worry only deepens as tragedy befalls the clan and Bluestar declares war on StarClan, forsaking the warrior code completely. Fireheart helps maintain order and pace in the clan by mostly taking over for Bluestar, and making sure the rules and rituals of clan life are followed. Laws help keep people safe, and restore order.
The main characters are Fireheart, the main character; Cloudpaw, Fireheart's apprentice; Bluestar, the clan leader; and Tigerclaw/star, the enemy of Thunderclan and new ShadowClan leader.
There are any things that go on in the book Rising Storm. The main situation, however, is Bluestar's downward spiral where she loses her will to lead, and believes most of her clan are traitors. She constantly worries about Tigerclaw stalking and attacking her clan, and at the last page of the book it is revealed he has become Tigerstar, leader of ShadowClan.
